The Affordable Care Act changed the qualification standards for Medicaid allowing more people than ever to qualify for it. In our District alone we have seen a 200% increase in the Medicaid population. Many of these patients would in the past have established a payment plan. But today the District is only able to recover around 10% of the total amount billed to these patients. This is a fraction of the cost for providing this care.
